Good Neighbor Hotel - what does it mean?

So, totally noob question - but, what does being a "Good Neighbor Hotel" mean?

I've been tossing up between Park Vue Inn & Best Western Park Place which both seem to have pretty decent /similar reviews and are across the road from the parks (main reason for this is their location and budget-friendly)

I had almost decided on Park Vue by a tiny margin, however then I noticed that Best Western counts as a "Good Neighbor Hotel"

Is the only difference then that the Good Neighbour Hotel offers the vacation package?
Or is there something I've missed / should be aware of?
 
Link below provides good info. Overall, they cooperate with
Walt Disney Travel packages, Sell Tickets, etc. I've heard the
hotels pays some kickback fees to be considered a Good
Neighbor Hotel as well. You get the picture.

Based on my experience, there's no guarantee for quality versus
those without the designation.

I'm probably going to be buying my tickets separately, so just wasn't sure if there was anything other than the travel package/tickets :)
