As a dvc owner I know i can there are a few golf offers while in orlando... I had a question whether I could book a tee time with my dvc membership for a non dvc friend that i going down..

If you are talking about getting a DVC golf membership card and using the DVC discount for golf, then you can make tee times for yourself and up to three guests at any Disney course, but DVC member must be part of the group, i.e., you cannot get the discount for a non-member if you are not going with.
