I plan on going to universal studios Feb 16th - 22nd. Is this a good time to be going? Will the crowds be big?

Hi! Im going to Orlando Feb 13-23. Anyone knows what are going to be the refurbs on that week? What about mardi grass crowds? And universal studios refurbs on that days?

That is "February Break" in a lot of the Northeast. Most of NYS is out of school, as well as schools in some other states.
As a teacher, I often visit during that week. I have only done WDW that week, but it was VERY busy until the last Saturday each time.
It is not as bad a Christmas or Spring Break, but WDW has been quite crowded with very long waits.

I don't know about Universal, but that is President's Week and as PP mentioned is a vacation for a lot of us in the Northeast. It is typically very busy at WDW that week so I am guessing the same holds true for Universal as well.

A good indication of the anticipated crowd level is to look at the cost of the Express pass during those days...the cheaper it is...the lower the anticipated crowd. During the week, the only day the EP is more than the bottom $25.99 (2 park) price is 2/20 (Saturday) which it's $42.99 (2 park). That doesn't mean the prices won't go up but it's a good general rule of thumb to check the EP prices to gauge what type of crowd is expected.

Nothing to add to what you said, I was more interested in your tags. My wife plays farmville, mafia wars and mousehunt, maybe even vampire wars or whatever.
