You are running a little short of time for pursuing other ticket options. Since you didn't day which PH's you want or how many it's hard to give specific answers.
If you order them by phone from Disney, you can have them put on "will call". That means you go to any Guest Relations location after you get to WDW and show your photo ID and give them the confirmation number to get your tickets. You will be charged the advance purchase price (where applicable) on the tickets. You will be charged for them at the time of the order rather than the time you pick them up. There are no shipping charges associated with will call tickets.
There is no option available to order non-UPH tickets in advance and pick them up at your resort. The only way you can get your PH's at a resort is to purchase them at check-in at the higher gate price.
You can always check out the ticket wholesalers (Ticketmania, Offical Ticket Center, Maple Leaf, Paramount, etc) to see if they have the tickets you are looking for. Be sure to add in their shipping charges to the total.
