Go Oahu card-how does it work?

I am planning on purchasing a Go Oahu card from Costco. How does it work? If I want to go to Pearl Harbor and plan to schedule 60 days out, how does the go Oahu card save me? Don't I have to pay for Pearl Harbor at the time I want to schedule it? I hope that makes sense. Thanks.

Our experience has been that we have to give a credit card to guarantee the reservation but that we don’t get charged unless we don’t show.

I just bought one and booked a couple tours with kualoa ranch, they explained to me that they take my credit card number in case I don’t show. When I arrive I show them my go card and no charges are put on my card.
