Glow around name fills?

I assume you're using Photoshop Elements. If the Effects window is not visible then go to Window>Effects to make it visible. There will be a drop down menu with many different effects options including Outer Glows, Bevels, Drop Shadows, etc. If you click on Outer Glow you will get a number of options. Once you've selected one and clicked Apply there will be a small "fx" on the right side of the layer in the layers palette. If you click on the "fx" a small menu will come up that will allow you to change the color of the glow and add in other effects like a stroke (outline) to the image.

If it's in full Photoshop just click on the "fx" icon at the bottom of the layers palette and a whole slew of options will come up.

Gah! Totally didn't read your whole post...let me try the fx button.

"I'm using full Photoshop. So I don't have an Effects window. :-(
I have filters, but when I use the "Glowing edges" filter it puts glowing edges on my text layer but not on the final image. I can't figure out how to put an edge on my final image."
 
The fx button works great! Thanks so much! That was WAY easier than what I was trying!
