Can you book Room and ticket package to get the gift card and then when you check in add the dinning plan with your gift card?

This is correct. However, you can use the gift to pay for meals out of pocket once you are at Disney, rather than using the dining plan.

Another option is to just get the quick service dining plan, and use the GC to pay for a few table service meals while you are there.

You have to add the DDP at least 2 days before arrival. I would suggest that you plan out your meals and estimate the cost then price the DDP to see which way costs you the least OOP. If paying OOP would you still eat the same way that the DDP allows? I know we would not. We would stick mainly to CS and share a lot of meals. For my family the DDP doesn't really work very well. The only time we get it is if we are there during free dining. After all...free food works for everyone.
