Arrange to have flowers delivered to the room while you are at dinner/proposing so that when the 2 of you get back to the room, she walks in to see flowers waiting.

My DH proposed to me at WDW and had flowers delivered to the room. It was totally unexpected and wonderful. (I was already in shock over the proposal and ring)
