I'll cut to the chase:
Once I've customized the magic bands are they considered ordered? Is that all I have to do and then they'll send them when it's time?

For Magical Express are the only options to call in or mail in the form I found online? That can't be done online (seems bizarre to me)?

1. Yes.
2. Yes.
3. I've never mailed in anything to DME, and we always use DME.
There is the DME section in MyDisneyExperience for filling out flight info.

You can fill this out https://disneyworld.disney.go.com/en_CA/airport-transportation-reservation/ and they will send your luggage tags
