Getting Additional Fast Passes

I know this has probably been answered somewhere, but I didn't find it with a search. Do you actually have to use your first 3 fast passes to get a 4th? I plan to book fast passes for everyone in our group for ToT. But, I'm not sure everyone will ride it. Some may back out. I thought I would try to get a 4th fast pass for Fantasmic after we use our 1st 3. But, what if someone backs out of ToT and doesn't use that fast pass. If we cancel it or let the time expire on it, is that the same as using it?

You can let others ride ToT a second time using the MagicBands of those who backed out.

If no one wants a re-ride, Cancel the FPs and head to the kiosk.

That's true, I didn't think of that. What if we only booked 2 fast passes for Hollywood Studios to start with? We really only need 1 Tier 1 and 1 Tier 2 for the day. The 2nd Tier 2 would only be for the sake of using all 3. If you only book 2 and use those, do you then get to book another Tier 1?

Yes, you can Cancel out one and only have 2 for that day. After using the 2, you can access the kiosk.
