He doesn't have a regularly scheduled meet. However, he can sometimes be found at Characterpalooza at HS. We saw him there several times earlier this month. Check out kennythepirate.com for info on Characterpalooza.

Aladdin is being released from the vault this October, I believe. I'd wager Genie will be easier to find sometime around then.

Genie is usually in the "Move it Shake it Dance & Play it" street party in MK. You would not be able to meet him, but at least see him and possibly dance with him.

This is only semi-on-topic, but it made me think of it:

Genie is very popular at Tokyo Disney. We happened to be sitting near his meeting spot when he came out, and there were multiple screams of joy as people rushed to meet him. Actual, piercing screams.

Poor Jafar didn't have quite as many fans. I think Genie would be a riot to meet if he were a face character and could talk, kind of like what I've seen in videos of the Disneyland show.
