Genie+ Disneyland compared to WDW

So we spent 2 weeks in WDW last month and will be in Disneyland next week. Is the only difference in the Genie+ between the two parks, is that you can't use (or buy it) until you scan your ticket? We did Max Pass in Disneyland a couple years ago, is it the same or changed because of Genie+? And why can't Disney just quit changing things???

Also photopass is included at Disneyland but not in WDW.

Its different to Maxpass, you can only book a lightning lane once per day, no reride unless its standby or single rider.
