They don't come on the CD, niether does any pictures that you upload to the site and put borders on (though those borders are different than the ones you can put on the photo pass pictures). Anyway, if you are set on getting some of them, you could order them, if you wanted to spend the money on them, but what you would get would be a printed version of the picture, no disc.
This site and this forum has a great group of people that have lots of pictures that they are willing to share that might help fill in the void of the ones you are missing. Do a little surfing and you might be surprised what you can find right here in this section of the Dis. There's a sticky at the top of this thread just for that purpose..

http://www.wdwmemories.com/ I don't know much about that site, but ran across it the other day and it seems to have a ton of pictures that you can use, like here for your own use, for free.
We ordered our disc yesterday and I am excited to get it in and get to work on my girl's books!! We had over 400 pictures taken on our trip. By the time I got through playing with them and we ordered the disc, it was at over 2100 pictures. I know we will never have them all printed, but I did them every way possible, just in case!! I knew that I could manipulate them here once we got them home, but I wouldn't be able to add the borders or signatures like you can from the Photo Pass site.
I was like you and saw the stock photos they had on the site and thought a few of them would be great to have, but as the others have said, unfortunately they don't come on the CD. The only way to get them is to order and pay for a printed version of them!
