Are there tables for 2 on the lower level? We sat last time on the upper tier and I didn't care for it as much.
 
DW and I have sat in a booth on the lower level before. Where you sit is all just luck of the draw.
 

Is lower level the outside part that rotates?
 
Are you able to request the lower level? Or do they just put you wherever is convenient for them?

Sorry, I guess I don’t understand the question. If you use Google images and search Garden Grill, there are tons of pictures of the restaurant. Sorry I couldn’t be more help.
 
But which side faces out? Because I know some face out and others have no view.

Haven't personally been there, so hopefully someone will jump in if I'm wrong, but it looks like the lower level is the outside of the circle and consists of horseshoe shaped booths, where everyone is basically facing the outside of the circle. The upper level looks like the inside of the circle, which is raised up so that you can still see, despite being inside. These seem to be tables where everyone sits sideways (and maybe even slightly skewed towards the outside of the circle) to the scenes that slowly spin by.

Does that answer your question? Trip Advisor has lots of photos that show this, if my explanation doesn't make sense. So basically, it looks like the lower level has the better views, but the upper level still lets you see everything if you just turn your head a little bit more.

Thank you! Yes, for some reason I thought the inner section was sunken, so that’s why I was confused by “upper” and “lower”. I’ve only ever seen “Inner” and “Outer” used as terms.
 
I too thought there was one section where you couldn't see out into the ride. So both levels are able to see into the ride, correct?
 
It's harder to see the ride from the upper level but really, there isn't much to see.
 
I always ask for the lower, outward facing level, even if it means a wait. It is one of the most private dining feeling places you can find in the whole World.
 
Thanks everyone, I will request to sit on the bottom if possible. We couldn't really see very well at the upper/inner table.
