Are there tables for 2 on the lower level? We sat last time on the upper tier and I didn't care for it as much.

It’s a two-tiered restaurant. The lower level is booths and the upper level is tables.

Sorry, I guess I don’t understand the question. If you use Google images and search Garden Grill, there are tons of pictures of the restaurant. Sorry I couldn’t be more help.Never mind. I’m apparently not asking this correctly. I’ll figure it out on my own.
But which side faces out? Because I know some face out and others have no view.
Haven't personally been there, so hopefully someone will jump in if I'm wrong, but it looks like the lower level is the outside of the circle and consists of horseshoe shaped booths, where everyone is basically facing the outside of the circle. The upper level looks like the inside of the circle, which is raised up so that you can still see, despite being inside. These seem to be tables where everyone sits sideways (and maybe even slightly skewed towards the outside of the circle) to the scenes that slowly spin by.
Does that answer your question? Trip Advisor has lots of photos that show this, if my explanation doesn't make sense. So basically, it looks like the lower level has the better views, but the upper level still lets you see everything if you just turn your head a little bit more.
