like from Walmart or K-Mart - what is the back of the shelves (the one piece that is usually folded that you hammer to the shelves) made of?

Very heavy cardboard usually.

Do you think I can paint it or will it chip eventually??

It's like layers of paper. I don't think it would take paint very well. Maybe acrylic craft paint, but not latex wall paint or oil-based paint. Maybe you could paper it instead?
