Fuelrods - free?

I purchased a Fuelrod about two months ago for our Disney trip which starts this Sunday. At the time of purchased, it was advertised as free swaps. Last week I took it for a "test drive" during some air travel. When I went to swap it at the airport in Charlotte, I had to pay a dollar (via credit card). A little annoying since that wasn't the deal when I bought it. Does anybody know if I will have to pay for swaps inside WDW? If so, any chance my MB will work? Thanks

There isn’t a fee to swap Fuel Rods at parks and resorts.
