I just received 2 fuel rods that I ordered from Amazon. There are warning labels all over the box. "Lithium ion batteries - forbidden for transport aboard passenger aircraft" I had always carried my old one, is this something new?

Nothing new. The shipper, Amazon can't ship Li Ion batteries on passenger flights. There is a difference between some pax bringing a few batteries and Amazon shipping a pallet or more.
Pax can bring batteries on board but not in checked luggage. FAA limits the size of batteries allowed
