FRR August Wonder Sailings

I just recieved an email from ALLSEAS saying that FL resident rates have been released for August sailings on the Wonder.

We are cruising in August and I check the DCL site to get an idea of how full the ship could be. Up until yesterday there were still CAT9-10 and11 showing for our sailing. Now today those cabins are gone, all that's left are 4 and 5. Does DCL pull the lower CATs (what's left) and offer those at discounted prices for Fl. res. and Disney employees? I was just wondering how it works.
