Are they really charging extra for a show, ice skating (w/a sur charge on top of it all), and more shopping at DHS? I mean, the park is lacking to begin with, and they to fill it in a bit with a couple of extra features and charge additional for them?

No charge for the show, it's free. But you do need a ticket to enter. They are available for free across from the theater.

Anyone can watch the skating for free. There is a short professional figure skating demonstration, free to watch.

Yes, skating is $10/per 30 minute session.

As far as baseline experiences, yes. You can always upgrade to VIP, but you don't have to upgrade to experience everything Frozen Summer Fun has to offer

Yes. You can buy a premium package that gives you reserved space for the processional and fireworks, and a fireworks dessert party (with unlimited adult beverages!), and it will also give you seating in the first few rows of one of the singalongs, but the processional, fireworks, singalong, etc. are all available to the public for free. I see the premium package as a dessert party, because that's really the only "exclusive" thing about it.

Park admission required.

The premium package costs a premium but everything included in the package except the dessert and special viewing areas is available free to all park guests.

Its just a little thrown together thing. You can't expect Disney or anyone to not charge for ice skating. The premium package is for people who like to pay extra to feel "special" for something they can get for free. Don't get sucked in and its just a cute little extra thing you can do at HS.
