Frozen is inspired by Norway, but is set in Arrendelle. Even still, A.A. Milne, the author of Winnie the Pooh was from the UK and wrote the books to take place in that setting. As far as Frozen, Arrendelle is a fictional place and the story it is based off of "The Snow Queen" was written by Hans Christian Andersen, a Danish author. So.... there's that.
Actually Hans Christan Andersen was born in 1805 in the "Kingdom of Denmark and Norway." Norway was one with Denmark until the Napoleonic Wars of 1814...and he wrote about "scandinavia" considering Norway, Sweden and Denmark to be related historically...and since the country isn't funding the pavilion, they really don't have a say anymore
funny thing is not many people complained about him not having a huge connection to Norway back when it was Ariel being featured a there in Akershus.
I think what Disney is doing is about right...they are working the characters in on a temporary basis in as many places as they can to keep some stale shows more timely...and then in a couple of years, there will be something new to get excited about and these will be only memories...the only real exception will be the ride, and this is where the needs of updating that mouth-eaten stale ride with the need to bring a Frozen ride somewhere meet perfectly.
It was clear they designed much of the look of the movie off the elements that had been created in the pavilion, the buildings, the trolls, etc. They might have been better prepared to capitalize on it if the film hadn't been projected by many experts to be a flop up until it was released...and after The Lone Ranger, you know they were feeling scared. There were issues with the adaptation, and the script, and much more...so the fact that this was a huge hit took everyone, including Disney by surprise...which is why last Christmas there wasn't much merchandise...though they could have written "Let It Go" on any of the thousands of dust collecting Lone Ranger items and sold them I bet...fans weren't too picky.
