Yes you can ride it round trip from Epcot IG > HS, and return or from any point in between. It is not very quite with guests always loading and unloading and the engines vibrations.

Yes, about an hour more or less. DH and I have been known to do that just to get away from the hustle and bustle of the parks and off our feet for a little bit. As Dave says above, it's not necessarily quiet, but it is a way to get a rest!

Skyliner from DHS to CBR would take you about 10 minutes one way.
