Why was 'That' capitalized in the middle of a fragment? 'That would be whether' is a complete thought that begins with a capital letter, and yet it doesn't have a period at the end, but you're going to call it a fragment?

And for the record, here in Chicago we spell it 'weather' and they're called sprinkles.
