Free return pass for WWoHP?

My wife and I are going to Universal for the first time on Memorial Day. This will be our only day to do both parks as the rest of our trip will be in Disney. Our main goal is the WWoHP and a few other thrill rides if we have time. I have been doing some research and I am nervous that the HP areas will be too busy to do both. Is it true that we may need to get a "free return pass" if the area is at capacity? Also how likely are they to be at capacity when crowd levels are estimated as moderate on this day? Thanks for any help!

i screw up holidays all the time.
memorial day won't be awful.
4th of july is extremely busy but end of May is doable.
