I know you are not allowed to park at the CR, eat at any of their restaurants, and then walk or Monorail to the MK. The same for the Poly and the GF. You cannot self park in their lots all day and then go to the MK. What makes the Boardwalk with respect to F+W any different?
Because many people wouldn't be bothered with doing that at the BW overflow lot, so it's not usually an issue space-wise. Yes, there are people who park there to get free Epcot parking. But it's not taking away a limited resort parking lot spot. That lot is also referred to by some as cast member parking and I have often seen CMs walking to it at the shift change.
