No. Free Dining has never been an option for any reservation that is paid for with points. You may pay to add a dining plan to a points reservation.
To add free dining to a reservation, you must purchase a room and ticket package. The rooms and tickets are almost always at full price. It's a type of discount designed to fill Disney's rooms. The DVC villas at selected resorts are often included in the free dining promotions, but you must pay cash (not points) and meet the other terms for the package to qualify for free dining.
If you have a DVC reservation on rented points, you didn't get that reservation from Disney. You bought it from a member who owns DVC points. That member isn't giving out free dining with a rental of his points. Disney is offering free dining as an incentive to book a stay directly with them.
Free dining isn't free. To get it, you must pay full freight to Disney.
When you compare the discounts that Disney routinely offers to the free dining plan, free dining isn't always the best option.
By renting a reservation from a DVC member, you're looking at an even cheaper option. Odds are, renting a reservation from a DVC member is a much better deal than free dining.
