If I book free dining on the last day of the special...
Is it avail to us for the length of stay?
Or does it end on the sept 28 no matter what day you check out?

I think the general free dining promotion has ended. The last day to book was in May.

For general information-if you checked in on the 28th you would have free dining until you check out(subject to other limits, length of stay etc.)
