The vast majority of WDW's guests are out of towners. They come down, stay awhile. A weekend isn't enough. So it's much harder to get them to come in September after school starts and during hurricane season.
At DL, the vast majority if guests are day and weekend trippers. There is no Hurricane season.
You've probably concluded from that already there is much more demand for a meal plan at WDW and at certain times of the year, they'll offer some great deals to attract people down there.
At DLR, there isn't as much demand for a meal plan, it consequently doesn't have all that good of one, nor do they offer quite as good or as many deals as WDW. As far as I know, they've never offered free meal plan.
DLR's deals usually are things like 4 for 3 or all play at kid's rates. Things like that. They're usually in slow seasons just like WDW's deals. Hope that helps.
