Free dining...yes/no

I have a few questions about free dining...can anyone help

1.) when is it usually announced?
2.) when does it usually occur?

I believe it's usually announced sometimes in the spring (can't say for sure) and it takes place in Sept/Oct, after school starts up again.

I think it was announced last year in April or May? It is typically for Sept (sometimes late Aug). They have already offered free dining through the bounceback program this past Sept. We were told they would be offering it again this year. However, it is totally based on availability. We booked the bounceback for the Poly. We recently called (last week) to see if there was any availability at the Contemporary for the week we booked with the free dining and were told there were already no rooms available there. (9/17-9/24).
