Free dining ticket question

My B-I-L is in Afghanistan right now, slated to come home in Feb. My sister is starting to look into planning a trip to WDW in March for their family of 5 and I am trying to help her but there is one answer I didn't have and couldn't find in the special offer details. She can get discounted park tickets through the base, so she wanted to know what how many tickets she would need to purchase as part of the package to count towards free dining.

For free dining, you must buy (currently) a minimum of a 2 day base ticket for each person in the room. Keep in mind that those are the 2 most expensive days, so they may be better off just to add days to those tickets vs. buying 2 days for free dining and 2 days (for example) at the base.
 
See if she can look into whether she can get a military room discount and purchase the dining plan. Depending on how many adults and children in the party and where they are going to be staying, it could be actually cheaper to buy the dining plan and use the military room and ticket discounts, because to get free dining she has to pay rack rate for the room and buy at least 2 day tickets. A family of 5 is probably not staying at a value resort unless one of them is under 3 years old.
 
Could your sister get the 2 day tickets for free dining and not use them but save them for another trip and use the military tickets this trip?
