Is there going to be any free dining offers for next summer? Last year they were introduced around this time last year.

Quite possibly, but lately they have been releasing promos at different times. It may be released later. Usually it's still pretty early for summer discounts to be released. It's now impossible to predict when wdw will release promos, they've gone away from how they used to release promos at the same time each year.
They are doing more number crunching, And trying different things. They haven't released free dining for winter, and don't know that they will. Latest promo is their Stay, Play & Dine for winter. This is prob instead of free dining.

Free Dining for this past August/September 2012 was originally released in August 2011 but there were a number of previous years where it wasn't released until as late as April of the same year (i.e. they could release in April of 2013 for Aug/Sept 2013).
