Free Dining & Rack Rates Prices

I know that in order to get free dining you need to pay full price (rack rate) for your room... You cannot get any discounts. Is that the rack rate advertised for whatever month you are going? September has, in general, the lowest prices of the year (after January) so if I look up undiscounted September prices can I assume that will be the rate I will have to pay? Or will the prices be HIGHER than the normal September rates if I want free dining? (Does that make sense?)

It should at least be in the ballpark. Your best bet is to do a "reservation" at the Disney website with no discounts for the dates you'd like to go and the resort you want with no tickets or dining plan. That should give you the cost of just the hotel. You can save that itinerary for future reference. Now, Disney can always change the price before you book, but it shouldn't be too different.
