It's been that way for years. I don't know how many years, but I've been on the DIS for 6+ years and I don't remember that not being a requirement. They did change it froma one day ticket for all to a two day ticket for all a few years ago.
I agree with Vicki, free dining always required everyone have a ticket, it's a room/ticket package. You can get an annual pass package with dining with no additional ticket but you have to pay for the dining plan, same with DVC. Or you could do room only with no tickets required.
If you have an AP, you still have to buy the 2day ticket, but you can save that ticket for future use OR you can use it toward your AP renewal when it is time to renew. They will deduct the price you paid for the 2 day ticket from your renewal cost.
