Free Dining Question

Has Disney ever offered free dining in January/February. I read those months have small crowds and lower resort prices. I am thinking about a vacation around that time.

Went last January 27th and received Free Dining so I can confirm they absolutely offer it in the winter. When the specific dates for it are going to be released is beyond me but I know for a fact that last January I was able to get the Free Dining discount.
