Is this free dining plan 8/24/2011-9/24.2011 available to people in the vacation club or non members?

The promotions like free dining are for hotel room inventory owned by Disney. DVC points reservations are for inventory that is owned by the members. So no, no free dining on points reservations.

The free dining plan discount is for those booking a Disney Package Stay through Disney Reservations at Rack Rate. Those staying on DVC points, whether their own or rented/transferred are not eligible.

Sorry, no free dining on DVC reservations. It's restricted to purchasers of a room plus tickets Magic Your Way package, paying full rack rate for the room and at least 2 day park tickets per person.

If you're a DVC member but you want to forego using your points and book a qualifying package reservation with tickets, then yes, you can be eligible for the free dining.
