If free dining is offered, are people who stay at DVC resorts able to get it also?

Not if they are staying on points. If you are just paying cash for a room and meet the rest of the qualifications, then sure, you should be able to get the free dining. But, if staying on points, either yours or renting points from someone else, no free dining.
