To my knowledge yes all Moderate and Deluxe resorts are included in the offer as long as there is availability for rooms. They only alot for so many rooms at each resort. What I did is book now for September, when the free dining is offered you simply call and have it added to your reservation, if it's not offered then you can simply cancel and receive a refund.
Disney offers discounts and special offers to fill rooms. If Disney feels a particular resort or room category at a resort is booking satisfactorily it will not be included or an extremely limited number of rooms will be allocated. POFQ is one of the smaller resorts and quite popular so the room rate % off or the number of rooms included in FD have been more limited compared to some other resorts. If POFQ is included in a special, you'll need to call asap.
