Past promotions have only included the cabins at FW, not the campgrounds. Sorry!

Confirmed yesterday....no FD for us campers
We moved our ressies from camping to resort & saved major money...
Sad we rreally wanted to camp but heck with fuel prices like they are we are saving about 1000 each family.

They do not allow the campgrounds to have free dining. Due to the lower costs of those spots, many people would book one with no intention to use it JUST to get the free dining plan. It got to the point where Disney simply had to exclude them from this promotion.
