FP+ with reservation Question

I'm planning a trip with friends in Feb 18. My girlfriend and I both have annual passes, The two people joining us do not. They are looking to buy their park tickets through their military base. I've pretty much been in charge of setting up all the hotel/dining/fast passes

My question is, Do they need to already have their tickets purchased and linked for me to be able to make FP selections for them 60 days out? (We will be booking two rooms onsite in Octoberish and it would open our FP window around December 60 days out)

Or will FP open up for them based on the room reservation alone

Park admission linked to MDE is required in order to make advance FP+ selections.

From the FP FAQ, Post #2:

Before FPs can be scheduled, the following two requirements must be met--there are no exceptions. Note that an onsite room reservation at a Disney-owned hotel is not required, but does determine how far in advance FPs can be scheduled (see here in Booking Windows).

• A guest must have or be listed on an account created in My Disney Experience (abbreviated MDE or MDX) using a valid email address, and
• A guest must have valid ticket media linked to their name on this account. In most situations, ticket vouchers (including those for Annual Passes) can be linked as well as tickets from third-party resellers such as Undercover Tourist.

They need to purchase their tickets from base itt or shades of green at least a couple of weeks prior to the 60 day window opening. Then link the tickets (or vouchers)in MDE and you can make fp+ like normal.
