FP with an 2 year old?

When we go to make our FP's, we don't count the 2 year old, correct? So even though we are a group of 7, we only need 6 FP? Can he still ride the rides (that are appropriate of course - I'm thinking specifically Dumbo) even though he won't have a FP because he doesn't have a ticket?

Only guests with tickets need FPs. He will not need FPs to ride any appropriate rides.
