FP+ tiering

I understand you can take 1 Tier 1 FP+ and 2 Tier 2, but what if everything in Tier 1 is already taken? Are you allowed to take all 3 in Tier 2?

Also, when you want to reschedule a FP+ while in the parks through MDE app, do you have to cancel one before you can even look to see what else is free, or can you just select reschedule for one FP+ and "hold on to it" of sorts in case there's nothing else free so you don't lose the one you already have?

1. I assume you get 3 of tier 2, though I have not heard of this happening.

2. You go through a process of swapping out your FP for something else and have the final option of completing the change or cancelling and keeping what you have. So you do not release your existing FP unless and until you have found something else that you are satisfied with.
