I will be making FP + ressies soon for 11 people. We are staying on site and i have linked all of our accounts. Will i be able to make ressies for all 11 of us at one time or will i have to get each person to make them from their accounts?

All at once. You'll get a screen that lists everyone and you can check off those you want included.

I was able to do all of my travel party's fast passes at the same time. I think you should be all set as long as the accounts are linked.
