All I can say is based on my experience yesterday at MK (4/7) which was a 7 crowd level and non recommended park, I used my FP+ for afternoon when SB lines were 40 minutes or greater for most popular rides, with FP+ for those same attractions FP+ lines were 5-10 minutes at most. Clearly not walk-on which was the case with FP- in the past, but not as significant as some may think or suggesting.
Issue with FP+ lines could be more serious with peak crowds when parks are at 8+, but at that point all bets are off as to how those high crowds impact everything in the parks! Clearly more people are using FP+ but by limiting to 3 each (which is current limit) WDW is controlling how much FP+ is used and impact to FP+ lines
