FOTL & face painting

Heading to Portofino Hotel and Universal the first weekend in October, how does FOTL differ from Universal Express? I'm a little confused about which line to get in to receive FOTL access. Also if the waits aren't too long are there rides veteran Universal folks recommend not using FOTL?
Do they have places where kids can get their faces painted like SpongeBob and the Marvel Superheroes?

FOTL you get through the VIP tours. The access that you get from the hotel is Universal Express. There isn't a different line for day guests or hotel guests. There are multiple areas that you can get your face painted, there is one in Toon Lagoon and in Marvel super hero. I haven't seen Sponge Bob yet but he would be at one of the face painting areas at the studios but superhero's would be at IOA.

If you are staying at Portofino, you will have FOTL access for the entire length of your stay for as many times as you wish for each ride. The express pass would be for someone staying offsite only, and would allow them to get in the express line during a certain time only, and then only once per ride. You will not need an express pass, that is what your room key is for. You have FOTL access untill the end of the day you check out. The only time you would not get in the express line is if there is a zero wait time for a ride, and then they close off the express line. Otherwise, get in the express line as many times as want! Have fun!!!

The only true FOTL is a VIP tour. When staying onsite you are entitled to On-Site Universal Express. When using your room key for access you are in line with all guests that have either a free express pass a paid for one or other hotel guests.

The kids and I had our faces painted at a place just up from the Spiderman ride going toward the Hulk. It was in front of an arcade. I did not see Spongebob painting though it was mostly superhero stuff. We have example of our faces on our homepage.
Kids enjoyed seeing their dad be a kid like them.
