Foster Children and Live Streamers/Vloggers

I'm unsure where to post this, but our friends, who have foster children, have recently received state permission to take them to WDW. However, there is a strict policy against posting online photos of the children. Recently, a case arose in their state involving a vlogger who filmed in public and posted a video of their own children at a local theme park that had a non-related family with foster children in the background, and there were some issues with the biological family who apparently saw this online.
I don't have any advice for my friends on how to handle this situation if they think a vlogger might have unintentionally filmed the kids. Unfortunately, there is a risk of that happening as vlogging/live streaming is such a massive part of visiting the parks now. Any advice?

How do they deal with it locally? Like school concerts or local public events. There’s always a chance those kids could be in someone else’s picture/video.

I understand the purpose of the DCF rule. I also think it’s really hard to avoid being in the background when out in public. Are the foster parents aware that by buying/using a WDW ticket one agrees that WDW can use their likeness for promotional or other means?

That is a good point about the WDW promotional use. Their school district has a filming/ photo policy. I am not sure how it's enforced, but they do ask parents not to post photos of unrelated children online.

Have the kids wear hats or sunglasses to help cover their face a bit?

They should probably ask the caseworker if they are really worried about it. If they notice a camera pointing towards them they can always say something to the person (politely), if it’s not a livestream they should be able to blur people in the background. If it’s a restaurant they can always ask to be reseated.

The last time we were there it was fairly busy and I only saw one vlogging team (AllEars, twice on different days). I think since most of the time everyone is moving and it’s so crowded, it would be pretty hard to recognize anyone in the background unless you were specifically looking for them.
