I don't know about hook-ups, but when we camped there two years ago, we were able to indicate our preferred loop during online check-in. We got that loop. You could also just call and request that they indicate your preferred loop on your reservation.
Yep. Head to the DIS Camping Forum and ask the question. And you asked about "better loops"? What makes a loop better for me might not be the same as what makes it better for you.
Is better:
- Back in a quiet corner?
- With a waterfront/canal view?
- Near a Comfort Station?
- Near an internal bus stop?
- Near the pool?
If you give a specific question that betters your chances of getting a specific answer.

PS - you can request anything but there is only space for one or two sites and if they aren't free on your checkin day, the Fort assigner has no info (see above) as to why you wanted a particular site. So spare yourself the frustration and don't get hung up on specific sites.
At the fort, it's important to get there early as possible if a particular loop or site is desired as they have a higher percentage of guests who request a change from their assigned spot compared to other resorts; ditto on the camping board advice.
