That isn't a bad machine, but I probably wouldn't spend that much money on a machine for a beginner - especially an 11 year old who may or may not decide she likes this activity!
If you're set on buying new, watch the flyers from your local mass merchants like Wal-Mart, Meijers (not sure if they are in your area), etc. Pretty regularly they run a nice basic machine at around $90.
The features to look for are adjustable straight stitch (forward and reverse), as well as a size adjustable zig zag stitch. In addition, I would make sure it has a zipper foot and button hole capability.
Size isn't an issue. Other than the little mini machines out now for purposes other than sewing fabric most anything works. For more than 25 years I have consistently reached for my Elna Lotus - a machine about the size of an average handbag that I received when I was in college majoring in clothing design (which of course means construction!) And I have (at the moment) 4 other options to choose from.
Another option to consider (if you have the time and inclination) is to buy used. Often you're able to pick up a higher quality machine - Elna, Brother, etc rather than Singer or White - at a first machine price. Some sources for this would be your local sewing machine dealer or service center (check the yellow pages), garage (tag) sales, or the classifieds. The advantage of going through the dealer is you know the machine has been fully overhauled, cleaned, etc before you get it. The advantage of buying direct from someone who no longer wants the item is usually a lower price.
