wow. I sure wish I could get away with that price. lol I pay $80 twice a year to just have my hair cut and styled. No coloring! I have curly hair, so I have to pay a premium for a stylist who has been trained in naturally spirally curly hair. I gave my last stylist 2 times before I left him. I explained what I didn't like and he didn't change it. So I left and it took years before I found someone else. If after two times and she still didn't do it right....leave.
 
I am a stylist (for almost 20 years). Previously I was an educator for a major product line and did in-salon classes as well as hair shows. I would say it's time to move on. You have told her you are unhappy and nothing changed.

Just to clarify, typically it will not cause your hair to look "choppy" if a stylist point cuts into the layers. Yes, if they go nuts and cut chunks out it will. In fact, point cutting helps to blend lines of weight often times giving a more blended appearance to layers. They look "softer" typically. Not everyone likes this but if done correctly, it gives a really nice look to a cut. Also, most stylists will cut areas in one direction and cross-check their cut the opposite direction to make sure everything is even.

My advice is to take a picture to a new stylist. Recommendations from friends who have great hair are usually best. Make sure your new stylist does a consultation with you. By this, I mean that he or she looks at your hair before it is shampooed. Tell that person what you like and don't like. They should ask you things like, "How much time do you like to spend styling it?, Do you blow dry, flat iron, air dry? What do you like the most and least? What kinds of products do you use?" They should really look at your hair before it is washed. Also, I strongly recommend that you have it styled there. A really good stylist will give you tips on what products will work best for your hair and tips on how to get a great looking style at home. I cannot tell you how often I cut after the hair is dry too before I style it. You can see how the hair will fall better and sometimes you need to "dry cut" it to give your client the best look for them.

IMO, a $15 cut is most likely done by either a totally newby or someone who could care less about their craft. My very first paying client was charge $35 for a short haircut....at that point I had already spent 2 years training and I was still considered to be 'in training'.
