Foil-wrapped samples in carry on?

Last week I asked about canned spray on sunscreen. Now, my question is can I carry on those little foil-wrapped shampoo samples that I get from walmart.com? They have about 1/4 oz of fluid in each one. Would my limit be by # or fluid amount? Am I even allowed to take them?

As long as it's in a quart size baggie you can take it on in a carry on!

edited to add: You have to put the baggie through the xray at security separately.
