This was pushed by the tourism lobby (among others) and IMO is a really bad idea. Living in Florida, we already get all too common reports of children being hit by cars in the early morning darkness when walking to/waiting at school bus stops (and in most cases it wasn't the children who were at fault). With this change, sunrise during the shortest days of the year will be at 8AM. On standard time, there's still light in the evening until around 6PM on those days where we live, and for me that's plenty compared to the situation in some northern states where it's getting dark at 4PM or earlier.
