My parents (FL Residents)are going to take my kids (their non-FL Resident grandkids) to the parks. We called Disney and they said that they can buy tickets for themselves and the grandkids at the FL resident rate because they are 11 and 14 years old.

But other things I've seen indicate that this may not be true. What is the real deal?

Since an 11 and a 14 year old do not have driver's licenses (I.D.), they will be ok.

They should be able to get the tickets for them without any problems. They don't start checkin ID's until 16+ when they would likely have a drivers liscense.
